Sindh Education Impact Bond

Why this is important 

Pakistan faces serious challenges in access and quality in the education sector, and poor outcomes weigh particularly heavily on girls. Government funding needs to be supplemented, and while the private sector provides around 40% of current funding, it does not necessarily incentivise improvement in scale or quality. There are pockets of good practice, but challenges in data collection and evaluations inhibit learnings across the sector.  

Commissioned by the Asian Development Bank, the British Asian Trust has worked to build the capacity of Government of Sindh to examine the use of impact bonds to address challenges around access, quality, and funding for the education sector.

What we are doing

  • Build capacity of relevant Government of Sindh agencies for uptake of Impact Bonds.
  • Assess the legal and regulatory conditions, capacity and interest of key actors to participate in an impact bond programme. 
  • Develop a feasibility and implementation plan approved by the government to pilot a Sindh Education Impact Bond.
